AUBURN HILLS, Mich. ? The Detroit Pistons are giving Lawrence Frank another chance to lead an NBA team.

A person with knowledge of the situation said Friday that the Pistons have agreed to a three-year deal with Frank to be their new head coach. The agreement includes a team option for a fourth year, according to the person who spoke to The Associated Press on condition of anonymity because the team hasn't announced the move.

Frank, an assistant coach with Boston last season and a former head coach in New Jersey, will be Detroit's sixth coach in 11 seasons when the NBA lockout ends. The Pistons fired John Kuester in June after they missed the playoffs in both of his two seasons.

A deliberate coaching search, which also included Mike Woodson, Kelvin Sampson, Bill Laimbeer and Patrick Ewing, ended with the franchise choosing to give Frank another shot at a head coaching job. Frank was 225-241 as coach of the Nets, who advanced to the conference semifinals three times with him at the helm.

Frank replaced Byron Scott as New Jersey's coach in January 2004 and began his career with a 13-game winning streak. He ended his stint with the Nets with a losing streak that was even longer. He was fired in November 2009 after the team started that season 0-16.

The 40-year-old from Teaneck, N.J., spent four seasons as a student manager for Bob Knight at Indiana. He was an assistant at Marquette and Tennessee before becoming an NBA assistant in Vancouver and New Jersey.

Frank will have a lot of work to do in the Motor City under new Pistons owner Tom Gores. Detroit is coming off three straight losing seasons after advancing to six consecutive Eastern Conference finals and winning the 2004 NBA title.

Kuester was 57-107 over two seasons as coach. This past season was a dreary one, with the proud franchise making more news for internal squabbling than any on-court accomplishments.

Empty seats were common at home games as Detroit won just 30 games last season with a dysfunctional roster on the court and one that was problematic off it for Kuester. The embattled coach benched point guard Rodney Stuckey barely a week into last season and benched him again with just over a week to go when there was friction between the two.

Veteran Richard Hamilton also fell out of favor and was benched.

The low point was probably Feb. 25 in Philadelphia. Seven players missed at least part of a team shootaround, and Kuester played only the remaining six that night in a blowout loss to the 76ers.

For much of the season, the team seemed in limbo because of a drawn-out sale by owner Karen Davidson. The Pistons finally announced in April that Gores was going to take over, and the deal became final after the season.

When the league resumes play, free agent Tayshaun Prince may part ways with the only NBA team he's played for, and Ben Wallace might not be back.

Detroit drafted Kentucky guard Brandon Knight at No. 8 overall, adding to its perimeter logjam with Stuckey, Hamilton and Ben Gordon. Center Greg Monroe showed promising signs last season as a rookie and power forward Jonas Jerebko, who didn't play last season after tearing his right Achilles' tendon, will get an opportunity to bolster a thin frontcourt.

In addition to Knight, the Pistons also drafted Duke forward Kyle Singler and Florida's Vernon Macklin, after the front office made it clear it wanted to change the culture of the team.

Debt debate may endanger National Flood Insurance Program ...

The clock is ticking for the National Flood Insurance Program.

There is growing concern that the federal debt debate, which has sucked lawmakers into political warfare about federal spending, could spell trouble for the flood insurance program. The program is set to expire Sept. 30. Congress must periodically renew the program, which has more than 5.6 million policyholders.

The National Flood Insurance Program provides home, renter?s and business flood insurance in more than 21,000 communities nationwide.

Program being ?kicked like a can?

With the bigger threat of the debt crisis, the flood insurance program is getting ?kicked like a can down the street,? says Marguerite Tortorello, a spokeswoman for the Property Casualty Insurers Association of America, which lobbies for insurance interests.

Earlier this year, the U.S. House overwhelmingly passed a five-year extension of the flood insurance program, with broad support from Republicans and Democrats.

Now, the U.S. Senate Banking Committee is finalizing its own flood insurance bill, although it has been ?delayed for at least a week and could be pushed back until early September,? according to PropertyCasualty360.com. Congress is scheduled to take a break from Aug. 8 to Sept. 5.

A Senate Banking Committee staff member who declined to be identified says the committee is working on passing an interim extension (two months to one year) before the flood insurance program is set to expire Sept. 30.

?Too big to fail?

Terry Tyson, president of Flood Smart Insurance, says that after 30 years of selling flood insurance, he thinks the flood insurance program has become ?too big to fail.? The program is important because any mortgaged home in a flood-prone area is required by federal law to carry flood insurance.

?The flood program is so interwoven with the mortgage world, I couldn?t imagine what it would be like if they shut the program down,? Tyson says.

Tortorello, the Property Casualty Insurers Association spokeswoman, says expiration of the program would trigger insurance companies to start mailing coverage termination notices and could derail closings of home sales.

Without the National Flood Insurance Program, homeowners can?t get flood insurance and although private companies could pick up the low-risk policies, ?the risky ones would become almost unaffordable,? Tyson says.

Tyson?s advice for homeowners, renters and business owners who have flood insurance: Don?t worry. ?Steady as she goes; it will get back on the books,? Tyson says. ?Just wait it out.?

An expiration of the flood insurance program is not unprecedented. Last year, the program expired for a total of 53 days. When it finally was reauthorized, the coverage was applied retroactively to those 53 days.

Program swimming in debt

The National Flood Insurance Program was created in response to the rising cost of disaster relief for flood victims; it?s managed by Federal Emergency Management Agency (FEMA). Through the program, private insurance companies write and handle federally backed flood insurance policies under their own brand names. No matter which carrier issues the flood insurance policy, the coverage, rates and general conditions are the same.

The program, subsidized by federal loans, is nearly $18 billion in debt.

The average flood policy cost about $600 in 2010, but the average total claim paid over the past five years was nearly $34,000, according to federal data.

A home in the flood insurance program can be insured for up to $250,000 and its contents for up to $100,000, according to FEMA figures from 2010. Renters can cover belongings up to $100,000. Commercial property owners can insure a building for up to $500,000 and its contents for up to $500,000.

Officials at FEMA declined to comment on the pending expiration of the flood insurance program and forwarded interview requests to congressional leaders. Congressional leaders also couldn?t be reached for comment.

'Jeopardy!' host injured while chasing burglar (AP)

SAN FRANCISCO ? No one needed to buzz in with a question when "Jeopardy!" host Alex Trebek walked out on crutches at Google headquarters to host the National Geographic World Championship.

"The answer is, at 2:30 yesterday morning, chasing a burglar down the hall at my San Francisco hotel until my Achilles tendon ruptured and I fell in an ignominious heap to the carpeting," he explained Wednesday in the quiz show's signature answer-before-question format.

Lucinda Moyers, 56, was arrested on suspicion of felony burglary and possession of stolen property. She's accused of stealing cash, a bracelet and other items from the room where Trebek was staying with his wife, Jean.

On Thursday, San Francisco Superior Court Judge Jeff Ross set Moyers' bail at $625,000 and ordered her to stay at least 150 feet away from the Trebeks.

Moyers, in an orange jail jumpsuit, said "yes" when Ross asked if she wanted a public defender. Her arraignment was postponed until Monday.

In a jail interview, Moyers told KGO-TV that she didn't go into Trebek's hotel room and believes she was arrested because of her criminal record or because it was the host of a popular syndicated game show who reported the burglary.

"I haven't done nothing. I haven't gone in his room or nothing. Just like I said that night, `I wasn't in your room.' And I stick by that. I wasn't in his room," Moyers said.

The public defender's office declined to comment on the charges but "looks forward to conducting an investigation on Ms. Moyers' behalf," said spokeswoman Tamara Aparton.

Trebek, 71, said he snapped the Achilles tendon while running after the woman around 2:30 a.m. Tuesday. He is scheduled to have surgery Friday and is expected to be in a cast for six weeks.

Trebek, who has hosted "Jeopardy!" since 1984, told KNTV he was sleeping at the Marriott Marquis Hotel when he realized someone was inside his room looking through his belongings.

"I woke up and saw a figure in our hotel bedroom and I thought I was dreaming," he said. "A moment later, I got up and saw that the door was being held open by a wad of tissue. I opened the door and saw a woman walking away, and I realized immediately that someone had been in the room."

Trebek said he ran down the hall and confronted her.

"She came out of the little room where the ice machine is and I said, `What were you doing in our room?'" Trebek said. "She said, `I wasn't in your room!' I said, `What are you doing up here?' She said, `I was visiting friends.' I said, `No, you weren't. Let's see what security has to say about that."

"As I reached for the phone to call security, she bolted. She ran down the hall. I chased her. And I didn't get more than 25 feet before my right Achilles tendon ruptured and I crashed to the ground."

The suspect was apprehended inside the hotel and most of the stolen items were recovered near the ice machine, but no cash was found, San Francisco police Lt. Troy Dangerfield said.

"We got most of our stuff back, except the one piece of jewelry that I ever wear," Trebek told KGO-TV. "It's a bracelet that my mother gave me many years ago, so that's gone, and cash."

It was unclear if Trebek was targeted or how the burglar got into his room, said Erica Derryck, a spokeswoman for the district attorney's office.

Derryck said Moyers has two prior residential burglary convictions in San Francisco from 1990 and 1991 and served time in state prison.

Prosecutors are still determining whether to charge Moyers under California's "three-strikes" law, which could result in a more extensive punishment if she's found guilty again, Derryck said.

While finishing my MBA, I took a class that traveled to India. One of the people we met with there was an exec at a large outsourcing firm, who was asked by another student on the trip what was the smallest project they?ll take on. He said that:

? for BPO (business process outsourcing) projects involving at least 100-300 full time employees. Project based business can be somewhat smaller.

The student asking the question probably worked at a company with between 100-300 full time employees. So I guess they won?t be outsourcing with the big guys. But this doesn?t mean it?s impossible to hand-off work to people outside your company, even for the smallest businesses.

Outsourcing Through The Web

The internet has made it much easier for small companies to outsource their work. Rather than contacting a big provider like I described above, you can connect more directly with people that will do the work you need.

How Do You Connect?

A few amazing websites have sprung up to help companies outsource their work.

Two of the biggest such sites are?oDesk?and?Elance, where you can either post jobs or browse potential contractors. Both sites have features that make outsourcing easier and less risky:

• Contractor Profiles -?People looking to be hired have profiles describing themselves, portfolios of past work, reviews from previous employers, a history of their work experience, and more.
• Work Verification?-?Some form of time-tracking or work verification system is included, along with a dispute process to provide protection if the job goes bad.
• Payment?- With both oDesk and Elance,?contractors are paid through their system, and you are just responsible for paying the site (much easier than figuring out how to pay an individual in the?Philippines). They add on a small amount to the rate for each worker in order to make money.
• Compliance?- 1099?s can be automatically issued, and both oDesk and Elance offer a payroll service, where they are technically the employer, if this is required for your situation.

Another option, which is free, is to find contractors through?Craigslist.?You can post either ?Gigs? or ?Jobs? all over the world (switch to English via a link in the top-right). Craigslist will not, however, provide any of the above benefits.

Who Are You Working With?

When you look for people to work with online, you?ll most likely run into a few types ? and some of these will be better for different types of jobs:

• Part-Time Freelancers -?Plenty of people do remote work as a supplement to their main job, or possible while taking care of kids or as an addition to their retirement. They often value flexibility, and may be hired for very reasonable rates if you have a job that can be done on their time.
• Full-Time Freelancers ? There is also a large group of people that have moved into freelancing as a full-time career. They?ll often value guaranteed, stable work, and you should look for people like this if you have a task that needs doing on a regular basis.
• Small Businesses ? As freelancers build up a reputation, some end up in such demand they can?t complete all their work. An increasing number of these proceed to outsource some work to subcontractors. The good ones still make sure it?s all up to their quality standards. Hiring these companies can be a way to get greater reliability and lower the amount of management required.

Also, many people have a stereotype of ?outsourcing? involving someone in a foreign country, but this is not necessarily the case. It?s also very possible to find people in a lower-wage area of your own country, or to hire someone domestically in order to gain access to their expertise.

Tools To Make It Work

Working with someone remotely can be a challenge. A few tools to make this easier inlcude:

• A Way to Share Files?- Simple sharing can be accomplished with Google Docs, or a service such as Box.net or Dropbox (my favorite ? read my Dropbox review) can provide more features.
• A Way to Manage Your Work - There are a more options than I could possibly list here, depending on what you?re doing. A few might include Basecamp for working on projects, Batchbook if you?re getting help working with leads/sales, and Xendesk if you?re dealing with customer service. The idea is to use an application which allows remote users the same access you get in the office. If you run an in-house program, check with your IT provider for ideas.

Conclusion

Outsourcing can help a company find flexible workers, get access to expertise, and cut costs. Judging by the growth of oDesk and Elance, this is something that many companies are interested in ? and the web has made outsourcing much easier for small businesses. Before, emergency officials equated a Category 1 hurricane with a level 1 surge based on the Saffir Simpson Hurricane scale.
Hurricane experts have tossed that belief based on recent deadly storms.

"It all depends on the size, direction and scope.? So this year we could hear new things coming from the Hurricane Center.? They may tell us this is a category 2 hurricane but we're expecting a much larger storm surge," said Senterfitt.

A storm surge is the huge mound of water that builds and comes ashore during a hurricane.? In our area, there's the ocean and the St. Johns River.

They can be deadly in any part of town.

"Storm surge will destroy buildings.? I've seen it destroy cinder blocks and metal buildings.? It's devastating," said Senterfitt.

That's why Senterfitt and his crew monitor weather situations on multiple screens.? He said they're prepared to warn the public when the worse is coming.

As for the poles, they'll eventually change. "So the information will be a little more complex but it will be a lot more accurate," said Senterfitt.

Senterfitt said as of right now, they're not doing away with the current poles.

He said they still serve a purpose, letting people know how high the water can get during a surge.? He said they also serve as a visible reminders to have an evacuation plan in place.

China police investigate death of disabled peddler (AP)

BEIJING ? Authorities in southern China are investigating the beating death of a disabled peddler that sparked a violent protest in the latest outbreak of anger over perceived bullying by officials.

A notice posted Wednesday on the Anshun city government website said city government and Communist Party committee leaders had demanded a speedy inquiry into the cause of the unrest and legal action against those responsible.

State media reports said about 30 protesters and 10 policemen were injured in Tuesday's incident, but gave no word on arrests. That followed the death of 52-year-old Deng Qiguo after he was assaulted by members of the "chengguan," or urban management corps, a police auxiliary unit notorious for corruption and violence against small businesses and the poor.

What is bankruptcy?

Bankruptcy, in legal terms means that a person or organization is unable to pay creditors. The main objectives of bankruptcy are:

People, pets survive early morning fire in Olympia - South Sound ...

An Olympia family?s home was destroyed by fire Monday morning, but the residents ? including a variety of pets ? were uninjured.

Olympia firefighters responded at 2:45 a.m. to 911 calls of a residential fire and small explosions coming from the garage of a house in the 3600 block of 25th Way Southeast, according to the Olympia Fire Department.

Two residents inside the house awoke to popping sounds, found their power out and saw an orange glow across the front of the house. They evacuated safely before firefighters arrived.

The first crews to arrive reported heavy fire spreading from the garage. Firefighters attacked the fire from inside the house but were unable to get to the hidden spaces above the garage where the majority of the fire was burning. Fire crews pulled out of the house around 3 a.m. when the fire fully engulfed the attic space.

?The fire was mainly in the attic, and it wasn?t until we put water on that the ceiling collapsed,? said Assistant Fire Chief Greg Wright.

The family dog escaped with the residents. A pet snake was found in its terrarium, and a tank of fish also survived the fire.

The pet enclosures had lids, Wright said, and the fire did not create intense heat.

The fire is believed to have started in the garage, but the cause is undetermined. The home and two cars were destroyed, and another vehicle was damaged. Estimated loss is more than $350,000.

No other homes were damaged, and the fire was put out by 4 a.m.

Joe Jonas burned the house down in his "See No More" video, but things are looking a little less dramatic on the set of his latest clip, for his single, "Just in Love With You."

A photo of Joe on set in Paris hit the streets and in it, the 21-year-old is seen sharing a kiss with his model co-star at a City of Lights train station. The couple was also spotted getting cuddly on a bridge in the famed French city.

The track is a midtempo tune about fighting to keep the one you love that Jonas has been singing at various live performances over the last couple of months. "When I tell you that I would never leave you/ Do you hear what I say?" he croons, before proclaiming his feelings in the chorus: "You are worth too much to lose/ Even if you're still confused/ Girl, I'm just in love with you."

"See No More" and "Just in Love With You" show both sides of falling in and out of love. When MTV News spoke to Jonas earlier this summer about his debut solo album, Fast Life, which drops in September, he explained that the album would certainly show the many facets of love.

"It was scary in the beginning just because I knew this is my one opportunity to show people my journal: the good and bad of every relationship I've been in, you know, [and] what I look for [in relationships]," he said.

"It was really, really cool to have those experiences [from] all my life [and] to be able to write about it and on my own," he further explained. "And also on the music side, it was a fun process. It was almost an evolution process, because in the beginning it sounded nothing like it is now. It was totally different and very singer/songwriter, and I naturally love dance music and urban, hip-hop music, so I wanted to be able to make something new for them to hear."

In a revolutionary move, the Parliament has passed a Bill which necessitates every woman/girl living on Indian soil, above the age of five to wear a burqa at all times when outside their houses. The new law now provides every Indian woman with the ?Right to Burqa?.

Initial reports suggest that the Bill was passed following the shocking results of a survey last year, which suggested that almost 120% of all women are prone to acts of molestation and sexual abuse by men and other women. The figure 120% is accounted for, since some women are prone twice as much as others.

Expectedly, there was unrest and confusion among people after the news. The Minister of Law and Justice, Salman Khurshid, who also happens to be the Minister for Minority Affairs, spoke on the matter: ?The law is crystal clear. If you are a woman, you have to wear a burqa whenever you step out of your residence. It is for your own safety, no need for so much fuss.? He also explained the reasons behind such drastic measures, ?In the past, we have been criticised for saying publicly that girls should not to wear provocative clothes. They didn?t stop, and neither did some animals, better known as men. But, what now? It?s a law now,?and you will have to abide by it, else you will end up in jails. We are going to promote this law with this catchy slogan?NO SKIN, NO SIN!?

There have been statements from well-known people that women shouldn't go out at night, and shouldn't wear provocative clothes. The nation celebrates its 66th Independence Day next month.

The decision has apparently not gone down so well with the women community, as some active members have expressed their anger and resentment over the issue. A vocal activist opined, ?While I understand that cases of abuse of women have risen exponentially over the past decade or so, and this law aims at containing the libido of perverted men, this is preposterous; they cannot do this. Uptil now, they could not manage to make it mandatory for women to wear helmets on a two-wheeler. Do they really think the entire Indian women population will just start wearing a burqa, come tomorrow?? When she was reminded that the law applied even to foreigners on Indian soil, she chuckled with derision. ?Firangees in Burqas, are you kidding me? All they know is to wear a two-piece bikini to some beach, and lay half-naked while men ogle at them!? But the law says so, and it is intended to prevent crime against women. Also, Indian men will now have no reason to stare at foreign tourists.

Another commoner, a college going boy, who looked like he had just been through a break-up, talked to us on the issue. ?It serves them right, these girls, who with their charms (skin-show?) catch innocent men like me in their web of ?love lust. Thanks to this radical move, they will no longer be able to flaunt their supposedly flawless skin to achieve their ends.?

Multiplex and discotheque owners seem to be the ones hit the hardest with the law. ?Oh my god! Who will come to discos, malls, and multiplexes dressed in a burqa? The main reason our market thrives is because women wear short, revealing dresses, thereby unknowingly (?) attracting swarms of desperate men. Which woman, in her right mind, will dance to fast, rhythmic music clad in a burqa? And, which sane man will want to dance alongside her? Tell me this is just a joke, please.?

Our reporters caught up with a man in jail, convicted for a case of sexual abuse for how he thought this innovative move could have an effect upon people with desires like his. It was only after he got tired trying to entice our female reporter into his cell, that he started talking on the issue. ?Do you really think this is going to make a difference? If anything, it will increase the cases of abuse, because of the mystery surrounding the women in burqa. Men like myself find things that we cannot have as more alluring than things we can.? Also, the law has not gone down well with the corporate sector, which has lately been experiencing a huge influx of female employees. Apparently, the news has hurt religious sentiments of some sections of the society, who insist that it is only the first time that something has hurt their religious sentiments. Pelosi calls for ethics probe into Wu sex report (AP)

WASHINGTON ? Oregon Democratic Rep. David Wu faced increased pressure Monday after House Democratic leader Nancy Pelosi called for an ethics investigation over an 18-year-old woman's claim of an "unwanted sexual encounter" with him.

Pelosi sent a letter Monday to leaders of the House Ethics Committee, saying an investigation is warranted.

"Recent press reports and statements attributed to our colleague, Representative David Wu, indicate that he may have engaged in inappropriate activities," Pelosi wrote.

Meanwhile, lawmakers will find it harder to avoid questions about their position on Wu's future, a scenario similar to six weeks ago when they had to deal with the distraction of former Democratic Rep. Anthony Weiner, who had sent lewd photos of himself to women online. Unlike the media frenzy that ensued in the Weiner case, Wu's situation has prompted little attention so far because of the intense focus on lawmakers' struggle to reach a deal on raising the national debt ceiling.

Wu and Pelosi had a telephone conversation Saturday but neither politician has disclosed details.

Wu's only response so far has been a brief statement late Friday: "This is very serious, and I have absolutely no desire to bring unwanted publicity, attention or stress to a young woman and her family."

The Oregonian, citing an unidentified senior Democrat official, said that Wu did not intend to resign but would complete his term and retire in 2012.

Wu would have faced an extremely difficult primary challenge, likely the most difficult of his career. One of the candidates challenging Wu in next year's primary, state Labor Commissioner Brad Avakian, said Wu should see Pelosi's calls for an ethics investigation as a signal to step down immediately.

"An ethics investigation would result in a long drawn-out distraction and prolong the public pain" for the unidentified woman who has accused Wu, Avakian spokesman Jake Weigler said. "For the sake of our community and this young woman and her family, as well as his own family, David Wu should do the right thing and step aside now."

Another Wu challenger in the Democratic primary, state Rep. Brat Witt, said an ethics investigation is needed so "we get to the bottom of the allegations and determine what the facts are."

Oregon Democrats have been waiting for word on how Wu plans to respond further to the allegation and the resignation demands.

Spokesmen for both Gov. John Kitzhaber and the state party said Wu hadn't reached out to top Democrats in Oregon.

"At this point, I don't believe those conversations have happened," said Trent Lutz, executive director of the state party.

Lutz and other party members said they hoped Wu would respond directly to the allegation reported by the Oregonian newspaper. The paper quoted sources who said a young woman left voicemail at Wu's Portland office earlier this year accusing him of an unwanted sexual encounter three weeks after last year's election.

Citing anonymous sources, The Oregonian reported that Wu told senior aides that the sexual encounter with the young woman in California was consensual. The paper reported Facebook notes indicate she graduated from high school in 2010 and that she registered to vote in California last August.

The paper said the woman decided not to press changes because there were no witnesses and it would have been her word against Wu's.

The newspaper said its information came from multiple sources familiar with the allegation.

In Wu's district stretching from downtown Portland to the Pacific Ocean in northwest Oregon, county-level leaders said they, too, were hoping for more from Wu.

"I'm waiting for more details to come out," said Cris Land, party chair in Columbia County.

The heart of the 1st Congressional District is Washington County, a center of high tech and suburban development and the home of David Robinson, a former Navy officer and municipal official who lost by a margin of 4-1 to Wu in the Democratic primary last year.

Robinson said he will ask fellow activists in Washington County on Wednesday to approve a vote of no confidence in Wu, calling the woman's allegation "just another in a long line of disappointments and improprieties."

Wu has won seven terms. In 2004, he won despite acknowledging a decades-old college incident in which he tried to force a former girlfriend to have sex. Voters said they disliked an opponent's attempt to use that against Wu.

In January this year, seven staffers resigned because of behavior that included sending a photo of himself in a tiger costume to a staff member and an angry public speech. Wu attributed those to a period of mental health challenges that began in 2008 as marital issues led to separation from his wife.
