Teachers union opposes 'extreme' ballot question deal
BOSTON -- The state chapter of the American Federation of Teachers, which represents 22,000 public school employees, has forged an alliance with the AFL-CIO against a deal struck by the state?s largest teachers union on legislation aimed at averting a divisive ballot campaign over merit-based hiring and firing decisions in public schools.
The American Federation of Teachers announced Friday morning that the union was not on board with the deal struck Thursday between the Massachusetts Teachers Association and Stand for Children on legislation that would prioritize teacher evaluations in hiring, firing and tenure decisions.
?We do not support this extreme legislation that holds untested plans at a higher regard than the dedication, knowledge and experience of the nation?s leading educators,? said Tom Gosnell, president of AFT Massachusetts. ?To achieve a bright future for Massachusetts students, we must collaborate with parents, community leaders, and we must respect the expertise of dedicated teachers who are committed to providing every student with a world-class education.?
The Massachusetts chapter of the AFL-CIO, the state?s largest organized labor group, issued a statement in support of the AFT, predicting a ?fight? on Beacon Hill to defeat the bill should legislative leaders seek to advance it.
?We will stand strong with AFTMA in a shared fight to defeat the legislation and its attack on collective bargaining rights for teachers,? read the statement issued by the AFL-CIO, which is led by former state Sen. Steven Tolman. ?We urge all legislators not to turn the clock back on the real progress made by our experienced, unionized teachers in Massachusetts public schools whose professionalism and experience gained through seniority deliver the top educational achievements in the country and the western world.?
The opposition of the two unions adds a new twist to the deal announced between the MTA and Stand for Children that, if accepted by the Legislature, would avoid having to ask voters to weigh in on a complicated policy change in the midst of what promises to be an expensive advertising onslaught.
Legislative leaders have expressed general support for finding a legislative solution to the issue to avoid a ballot campaign, but the opposing positions taken by organized labor creates another thorny issue for the Legislature to resolve under a tight timeframe as formal session wind to a close.
Under the compromise, union and school districts would be required to collectively bargain criteria for laying off teachers. Starting in 2016, that criteria based on teacher evaluations and other negotiated factors would take precedence over seniority and length of service. The deal also requires that principals and superintendents consult in "good faith" should the need arise to involuntarily transfer or reassign teachers with performance again counted as the primary determinant over seniority, and calls for the Legislature to appropriate $13.3 million over the next two years for evaluation system training.
MTA President Paul Toner on Thursday told the News Service that the compromise succeeded in protecting union bargaining rights over the criteria for how teacher evaluations are used in staffing decisions.
Toner and Stand for Children Executive Director Jason Williams pitched the compromise on Thursday to House Speaker Robert DeLeo and Education Committee Co-Chairwoman Rep. Alice Peisch.
?While Speaker DeLeo has not had the opportunity to read or study the discussed legislation, he is encouraged that both sides appear to have reached an agreement on a contentious issue,? said the speaker?s spokesman, Seth Gitell.
A spokesman for Senate President Therese Murray said the Plymouth Democrat was supportive of the compromise, and Peisch told the News Service the deal seemed ?reasonable.?
The MTA and Stand for Children had plans to meet with Elementary and Secondary Education Commissioner Mitchell Chester on Friday to present the deal, and earlier in the week briefed Gov. Deval Patrick?s education secretary, Paul Reville. A spokeswoman for Reville said the administration was still reviewing the plan.
Gov. Patrick?s position on the legislation could be critical, with both sides indicating that a bill would have to be signed by July 3 in order for Stand for Children to drop its initiative petition drive.
The AFL-CIO Massachusetts represents over 400,000 workers, while the MTA counts over 100,000 members.

NEW YORK (AP) ? Trainer Doug O'Neill called an audible and sent Triple Crown hopeful I'll Have Another out for a final gallop in secrecy the day before the Belmont Stakes.
O'Neill said the decision was made to bring his Kentucky Derby and Preakness winner to the track shortly after 5:30 a.m. Friday to avoid congestion around the detention barn housing the 12 horses entered for the Belmont. The colt jogged and then galloped around the 1?-mile oval accompanied by stable pony Lava Man.
"It's been very hectic the last few days, so we thought we would take him out when it's quieter," O'Neill said in a statement released by the New York Racing Association. "The detention barn setup with all 12 of the horses going out at the same time has been a little bit hectic."
After a loose horse nearly collided with I'll Have Another on the track last week, NYRA established a 15-minute window, from 8:30 a.m. to 8:45 a.m.? just for Belmont horses to be on the track.
There may be room on the track, but apparently not at the detention barn. It opened Wednesday after racing officials ordered one set up to ensure the safety and security of the horses. Most trainers have complained that the barn is an inconvenience, and could negatively affect the horses.
When horses return from their morning exercise, they are walked around the barn area to cool down and then bathed before being led back to their stalls.
"The simple thing of just trying to find a place to bathe your horse has been kind of congested," said O'Neill. "We thought we would come out early, and it would be quieter. Hopefully he will be back resting in his stall when 8:30 rolls around and a lot of the hectic activity starts. We want to get him in the quietest frame of mind leading up to the biggest race of his life."
O'Neill declared his colt "fit and ready to go."
"We are just trying to let him bring as much energy to the table tomorrow as possible," he added. "We thought giving him an easy day the day before would be a good move. He stayed with coach Lava Man just to keep everything off-speed. I was very pleased with it. Perfect. We are ready to roll."
I'll Have Another is trying to become the first Triple Crown winner in 34 years.

It kind of ignores "The Voice's" central premise, since all of the single contestants are supposedly attractive and thus not in need of a blind audition, but it should have some novelty value.

Jetway, maker of motherboards, is prepping its first smartphone, the Alfar 560
We'll be honest: we originally made our way over to Jetway's booth here at Computex because we had heard scuttlebutt that a KIRF Samsung Galaxy Note was on display. Turns out, that wasn't true -- this thing doesn't even support pen input! -- but as it happens, Jetway had an interesting story to tell nonetheless. Jetway, based in Taiwan, has until now been designing motherboards, but is now releasing its first phone. What you see there is the Alfar 560, a reference design that various OEMs can rebadge under their own names. Based on the specs, it's clear that whatever brand picks this up, it's going to be a low-to-mid-range device: vitals include a 650MHz MTK6575 CPU, a 5.1-inch (800 x 480) display, 512MB of RAM, Bluetooth 2.1, a pair of 0.3- and 5-megapixel cameras. Additionally, it's dual-SIM-capable, with support for both WCDMA and GSM.
If all that sounds ho-hum, we'll remind you that we haven't seen that many low-end phones with screens this huge, and the design here is actually decent, aside from the fact that the phone is chunkier than whatever flagships HTC and Samsung have to offer. If you're reading this in the US, you probably won't ever get to see it in person, but you just might get to handle it if you live in Asia, the Middle East or South America -- Jetway says it expects the 560 to eventually arrive in those three regions.
