WASHINGTON (AP) ? Facing weakening support among Hispanics, President Barack Obama expressed deep frustration Wednesday over what he called an inaccurate and damaging perception that he can fix the nation's flawed immigration system on his own.

"This notion that somehow I can just change the laws unilaterally is just not true," Obama said during a White House roundtable targeting Hispanic voters, a key constituency for the president's re-election campaign.

The president said comprehensive immigration reform continues to be a "top priority" for his administration. But he blamed Republicans in Congress for failing to join Democrats in supporting legislation that would address the flow of foreigners into the U.S. and deal with illegal immigrants already in the U.S.

"Only a few years ago, as I said, you had some Republicans who were willing to recognize that we needed to fix our immigration system," Obama said, noting that his predecessor, George W. Bush, was among them. "Right now you do not have that kind of leadership coming from the Republican Party."

A strong majority of Hispanics supported Obama's election in 2008. But his support among Hispanics has declined, as it has in the broader population. A recent Gallup survey found 48 percent of Hispanic voters approving of Obama's job performance, compared with 60 percent in January.

While Obama has made little progress on comprehensive immigration legislation, he has pushed Congress to pass the Dream Act, which would provide a route to legal status for college students and service members brought to the country as children. The bill passed the House last year when it was controlled by Democrats but was blocked by Senate Republicans.

"I think there's been a great disservice done to the cause of getting a Dream Act passed and getting comprehensive immigration passed by perpetrating the notion that somehow by myself I can go and do these things," Obama said. "We have to pass bills through the legislature and then I can sign it."

Democrats view Hispanic voters as a voting bloc in 2012 that could help determine the outcome in swing states such as Florida, Colorado and Nevada. The Democratic National Committee has aired Spanish-language ads in those states in the past week to tout the benefits of Obama's jobs bill for small business and workers in the construction industry, which the DNC said employs 2.77 million Hispanics.

Hispanics accounted for more than half of the U.S. population increase over the last decade, exceeding estimates in most states and totaling 50 million.

The burgeoning Hispanic population, Obama said, means it will only be a matter of time before the country sees a strong Latino candidate for president or vice president.

"I am absolutely certain that within my lifetime we will have a Latino candidate for president who is very competitive and may win," Obama said.

The president spent more than 30 minutes taking questions submitted online, covering topics from U.S. policy toward Cuba to the president's $447 billion jobs bill. Obama said the jobs legislation would have a particularly positive impact on the Hispanic community, which has an unemployment rate of 11.3 percent, compared with the national unemployment rate of 9.1 percent.

Obama also said he believed federal courts would rule "fairly soon" on the Defense of Marriage Act, or DOMA, the law that defines marriage as between one man and one woman. While the White House backs repealing DOMA through Congress, Obama said Wednesday that he does not believe there are enough votes on Capitol Hill to overturn the law.

The president was also pressed on the status of Puerto Rico, where a statehood referendum is planned for next year. Obama said he believes the island will remain a U.S. commonwealth unless there is a "solid indication" of support for statehood.

"If it split down the middle or 51-49, I think Congress' inclination is going to be not to change but to maintain status quo until there is greater indication there is support for change," he said.

It's unclear whether any Republican presidential candidate can sway Hispanic voters. Several top GOP contenders, including former Massachusetts Gov. Mitt Romney, have taken a hard line on immigration, calling for a fence and more troops along the border with Mexico to stop the flow of illegal immigrants.

Texas Gov. Rick Perry has been the outlier on immigration in the Republican field, and he is hoping his moderate record will appeal to Hispanics. But his rivals believe Perry's stance on immigration could be a weakness with his party's more conservative wing.

Perry insists that a physical border fence is an impractical way to control the flow of immigrants into the U.S. He also supported a 2001 Texas law that allows the children of undocumented immigrants to receive in-state tuition at Texas universities if they meet certain requirements.

?The open question is whether that?s a one-time spike or the start of a period of higher increases,? said Drew Altman, the chief executive of the Kaiser foundation.

The steep increase in rates is particularly unwelcome at a time when the economy is still sputtering and unemployment continues to hover at about 9 percent. Many businesses cite the high cost of coverage as a factor in their decision not to hire, and health insurance has become increasingly unaffordable for more Americans. Over all, the cost of family coverage has about doubled since 2001, when premiums averaged $7,061, compared with a 34 percent gain in wages over the same period.

How much the new federal health care law pushed by President Obama is affecting insurance rates remains a point of debate, with some analysts suggesting that insurers have raised prices in anticipation of new rules that would, in 2012, require them to justify any increase of more than 10 percent.

Kaplan, a benefits expert with the Segal Company, which recently surveyed insurers about medical costs.

The question for employers and insurers going forward is whether the lackluster economy, as well as recent efforts by employer and insurers to better manage the medical care of workers, will keep premiums increasing at a more moderate level. The engineering solutions to combat climate change already exist. Politicians must be brave enough to use them before it's too late

One word sums up the attitude of engineers towards climate change: frustration. Political inertia following the high-profile failure of 2009's Copenhagen climate conference has coupled with a chorus of criticism from a vocal minority of climate-change sceptics. Add the current economic challenges and the picture looks bleak. Our planet is warming and we are doing woefully little to prevent it getting worse.

Engineers know there is so much more that we could do. While the world's politicians have been locked in predominantly fruitless talks, engineers have been developing the technologies we need to bring down emissions and help create a more stable future.

Wind, wave and solar power, zero-emissions transport, low-carbon buildings and energy-efficiency technologies have all been shown feasible. To be rolled out on a global scale, they are just waiting for the political will. Various models, such as the European Climate Foundation's Roadmap 2050, show that implementing these existing technologies would bring about an 85?per cent drop in carbon emissions by 2050. The idea that we need silver-bullet technologies to be developed before the green technology revolution can happen is a myth. The revolution is waiting to begin.

Climate call

The barriers preventing the creation of a low-carbon society are not technological but political and financial. That's why at a landmark London conference convened by the UK's Institution of Mechanical Engineers, 11 national engineering institutions representing 1.2 million engineers from across the globe, under the banner of the Future Climate project, made a joint call for action at December's COP17 climate change conference in Durban, South Africa.

The statement calls on governments to move from warm words to solid actions. They need to introduce legislation and financial support to get these technologies out of the workshop and into our homes and businesses and onto our roads. Targeted regulation and taxation will also drive innovation. This will require bold politics, and spending at a time when money is scarce. It is far from unaffordable, however. The UK's Committee on Climate Change, which advises the British government, continues to support the view of the Stern report ? an assessment of the climate change challenge in the UK ? that the move to a low-carbon society will cost no more than 1?per cent of GDP by 2050.

Resistance to wind turbines and the power lines they feed, nuclear power and electric cars, as well as the economic costs, all make public opinion a powerful brake on change. However the alternative seems certain to be worse. It is not only the challenges of a deteriorating climate: with inaction comes a great risk to our economy in the long term. The green technology revolution, just like the industrial revolution before it, will give jobs to those countries which have created the right conditions for it to flourish.

Which countries these will be is still an open question. India, Germany, Australia and the UK were among the nations signed up to the Future Climate statement, whereas the world's largest greenhouse gas emitters ? China and the US ? were not. When it comes to investment in clean technology, however, that's not the whole story.

Although China is continuing to build coal-fired electricity plants at an alarming rate to power its rapid economic growth, the UN Environment Programme confirmed last month that it is now by far the world's biggest investor in renewable energy. Last year, China's wind, solar and biomass power industries received $49 billion of new investment, a third of the global total, and it now has the largest installed wind capacity in the world. When predicting who the front runner in this next great technological revolution will be, it is difficult to see past the emerging superpower to the east.

The US is going in the opposite direction. A natural gas rush driven by the development of controversial "fracking" techniques over the past decade has echoes of the oil rush that transformed Texas a century ago. The Financial Times reports that just one company, BHP Billiton, is investing as much as $79 billion in US shale gas fields ? over three times the amount invested in all US renewables in a year. This will secure cheap energy in the short term, but it is a finite resource and ultimately a dead end. In due course we could face the interesting prospect of the US turning to China to acquire its wind turbine technology.

Neutrinos seen to fly faster than light

An experiment that creates particles called neutrinos has called into question Einstein?s theory of special reality. Even though few believe that these results will ultimately hold up, their implications have stirred up quite a fuss.

After painstakingly checking and rechecking their data, physicists working on Italy?s OPERA experiment say they have clocked neutrinos traveling faster than the speed of light. According their calculations, there?s only a one in a billion chance that what they?re seeing is a statistical fluke.

But that doesn?t make it real.

The official announcement of the result, on September 23 at the European physics laboratory CERN near Geneva, was met with cheering ? but also with a barrage of questions from those scrutinizing the experiment for unknown sources of error that may be misleading the physicists.?

?This will be a tremendous revolutionary finding if it is true,? says Chang Kee Jung, a particle physicist at Stony Brook University in New York and a spokesperson for the T2K neutrino experiment in Japan. Ask him to bet against the new results, though, and he says he?d be willing to bet his house.

After all, this isn?t the first report of improbably speedy neutrinos. In 2007 the MINOS experiment turned up hints of neutrinos traveling impossibly fast between the Fermi National Accelerator Laboratory in Batavia, Ill., and a mine in Minnesota. But the uncertainties in those measurements were too large to justify calling it a discovery.

OPERA?s neutrinos were born from protons smashed into a chunk of graphite at CERN. They then traveled underground to Italy?s National Gran Sasso Laboratory beneath the Apennines Mountains. A detector spotted the arrival of a small fraction of the particles ? about 16,000 in total between 2009 and 2011.

Thanks to GPS devices, the distance of this trip, about 730 kilometers, is known to within 20 centimeters ? a feat of accuracy that required closing a lane of traffic for a week in a tunnel above the detector in Italy.

?We could have done an even better job if we stopped all the traffic,? says Dario Autiero, an OPERA team member and a physicist at the Institute of Nuclear Physics of Lyon in France.

Light traveling in a vacuum would have made this trip in just over a millionth of a second. The neutrinos shaved about 60 nanoseconds off that time, according to atomic clocks at either end synchronized by a satellite. Divide distance by time, and the particles must have been traveling 0.0025 percent faster than the speed of light in a vacuum.

Still, Autiero and his colleagues may have missed some unknown systematic uncertainties built into their equipment, says Kevin McFarland, a particle physicist at the University of Rochester in New York and a spokesperson for Fermilab?s MINERvA neutrino experiment.

?It?s just odd,? says McFarland. ?Everybody?s bias in responding to this is going to be that this is some sort of systematic uncertainty that they didn?t figure out.?

Other neutrino experiments plan to double-check the results. At Japan?s T2K experiment, where particles travel only 295 kilometers, the speed discrepancy would be smaller and more difficult to observe. Fermilab might have a better shot. Neutrinos in the MINOS experiment cover 735 kilometers, about the same distance as CERN?s experiment.

MINOS will soon upgrade its equipment with snazzy new atomic clocks, says Rob Plunkett, a Fermilab physicist working on a MINOS experiment. The upgraded experiment, which will start in 2013 and last for a year or so, should have uncertainties comparable to OPERA?s.

Confirmation of the results would be exciting news for theoretical physicists such as Matthew Mewes of Swarthmore College in Pennsylvania, who have long played around with ways to modify relativity.

?This may mean that there?s much more going on in particle physics than we thought possible,? says Mewes. ?We could be seeing signs of exotic theories like string theories.?

In 2004 Mewes and Alan Kostelecky of Indiana University in Bloomington published a paper in Physical Review D describing one such theory. They discard one of the basic assumptions of relativity, a symmetry that makes the laws of physics look the same when viewed from different reference frames. By filling spacetime with a field that has a preferred direction, the physicists create a universe that still has an ultimate speed limit ? just not one that?s necessarily set by light.

Other proposals could accommodate faster-than-light travel with violating this principle of relativity, says Lee Smolin, a theoretical physicist at the Perimeter Institute for Theoretical Physics in Waterloo, Canada. But they would also need to explain why previous experiments with particles of light have already ruled out effects that could explain the new neutrino results.

?This is a serious experiment, and these are serious people,? says Smolin. ?But at this point nobody sober would be willing to say that this is right.?

Road out of Iraq brings speed bumps for US (AP)

CAMP SPEICHER, Iraq ? For U.S. Army Pfc. Walter Stiles, the road out of Iraq begins by kicking tires on a dusty military base near the village where Saddam Hussein was born and buried.

The drive ahead is long and dangerous ? down Iraq's main north-south highway, a prime target for bombings. It's a trip he must complete several times this month, part of a security escort for 53 trucks hauling fuel and equipment out of the country in a massive push to shutter U.S. bases by the year's end.

"Don't want a tire coming off. That'd be no fun," Stiles, 25, of Huntington Beach, California, said dryly as he peered beneath the 18-wheelers and checked the trucks' batteries. The base is located outside the northern city of Tikrit and close to Saddam's birthplace and grave in the village of Ouja.

Gathered in front of the four-mile-long convoy, Staff Sgt. Robert Cowan Jr. of Knoxville, Tennessee, led his soldiers in prayer. "Everybody should be wide awake and alert," he told them. "Let's make it a good trip: safe and sound."

"It's game time."

More than 1.5 million pieces of equipment ? from tanks to television sets ? have been shipped out of Iraq over the last year to prepare for the planned American military withdrawal. Nearly 900,000 remain. And another 2.4 million deemed not worth the price to ship out, such as trailers and power generators, have been sold off or turned over to Iraqis.

The U.S. has promised to withdraw from Iraq by the end of the year as required by a 2008 security agreement between Washington and Baghdad. Some 44,000 U.S. troops and an estimated 58,000 American contractors are scheduled to clear out ? along with their equipment.

It's still unclear if the U.S. military will keep several thousand troops in Iraq as leaders weigh whether staunch political opposition in both nations is worth the risk. A residual U.S. force could continue to train Iraqi security forces and work to contain the growing Iranian influence in Baghdad.

The uncertainty has been a logistical nightmare for American commanders, who could be asked at the last minute to keep some equipment and manpower back ? but for now must push ahead in case the withdrawal plan stands.

"For us, the enemy is time," said U.S. Army Maj. Gen. Ed Cardon, who was overseeing the military's path out until he left Iraq a few months ago.

"One of my goals is to maintain as much flexibility for as long as possible," Cardon said in a July interview with The Associated Press at a U.S. base outside the southern city of Nasiriyah, which will be the final stop for troops and equipment before heading into Kuwait. "But we are dealing with a hard physics problem. So there is a point where a decision needs to be made."

U.S. officials have been reluctant to state publicly a final deadline for such a decision. But Army officials say that the withdrawal will pick up speed in late September, and troops and equipment that have already left aren't likely to return even if Iraq asks U.S. forces to stay.

It's slow going on the road itself.

Behind the wheel of his team's armored truck this month, Stiles drove no faster than 40 mph. It took four hours for his Texas-based platoon from the Army's 1st Squadron, 7th Cavalry Regiment, to drive 88 miles and drop off the equipment at another military base, where the trucks would overnight before heading farther south.

Most cars on the bumpy Mosul-to-Basra highway whizzed by Stiles' truck.

The military radio crackled, alerting the men that a planned air patrol to monitor the convoy's route from above was canceled. Somebody swore softly. It was the only sound in a tense moment.

The squadron has not suffered any deaths or serious wounds among its soldiers, despite being part of what unit commander Lt. Col. Dolph Southerland calls "a pretty big target."

For all the tension the withdrawal process has given the Americans, it's been a bonanza for Iraqis looking to make a quick buck.

Farther down the road, in Baghdad, Iraqi vendors are hawking U.S. Army uniforms, fans and power generators, housing trailers and even latrines that have been auctioned off or simply left behind as Americans troops pull out of bases around the capital.

So far, the military has given the Iraqi government $132 million worth of equipment. At least 50,000 individual items, including vehicles and communications equipment, have gone directly to Iraqi security forces to help protect the country.

Additionally, the U.S. military says it sold 7 million pounds of unusable equipment as junk to Iraqi scrap vendors in August alone.

At his roadside stand in Baghdad, 27-year-old Haider Qassim peddles DVD players, toasters and even canned food that he says was plucked from the trash piles outside closed U.S. bases. Among his best sellers: brown suede lace-up boots ? the kind that U.S. soldiers wear ? that go for about $50.

"We take whatever the garbage vehicle contains," said Qassim, adding that his profits support his entire 13-member family. "Sometimes it contains good things including air conditioners, and used flak jackets; other times, it's just OK, like bath supplies. But I've never had bad luck."

And a few miles (kilometers) away from the sprawling Victory Base Camp where the U.S. military in Iraq was headquartered until recently, Salim Muglad has filled a lot with trailers that appear to have been used by contractors and soldiers.

Muglad, 38, said he bought the 150 trailers at an auction outside Victory Base for $180,000. He's hoping to make twice that much by selling them to foreign oil companies that need housing for their employees in Iraq.

"The Americans are leaving at the end of the year, and they're trying to sell these things," said Muglad, pulling out a thick wad of $100 bills from his pocket.

At least some of the trailers were originally owned by contractor Solution Managers International, based in Fairfield, N.J. SMI Mideast Operations Director Jai Ganesh said the trailers were sold to the highest bidder once the company was told it had to be out of Victory by the end of August.

"I wish we had made profit or at the least break even! Unfortunately we didn't," Ganesh said in an email interview. "In fact I think no one on the base did."

Two hundred miles south, Army planners squatted over a map covering the floor at Camp Adder this summer to plot out when ? and how ? American forces will leave.

All bases up north will be closed in mid-October, according to the schedule, with the exception of a joint U.S.-Iraqi air base in the town of Balad that will stay open until mid-November. After that, there'll be a crazy push to get equipment and troops through Camp Adder, outside Nasiriyah, until it too shuts down a few days before Christmas.

An official ceremony marking the end of U.S. forces in Iraq has already been set for Dec. 15, even though American officials in Baghdad are negotiating whether troops will stay.

Either way, "it's a transition," said Maj. Gen. Jeffrey S. Buchanan, the top U.S. military spokesman in Iraq. "The farther we move down the road, the fewer options we're going to have."
